Project Description:

The Government of Georgia, represented by the Ministry of Finance, has approached the European Bank for Reconstruction and Development (the EBRD) and Kreditanstalt für Wiederaufbau (the KfW) (together, the Banks) with a request to finance the Central Georgia Solid Waste Project (the Project).

The Project is expected to finance:

The number of required landfills will be assessed during due diligence. The landfill(s) will be owned and managed by the Solid Waste Management Company of Georgia Ltd (the Company or the Client), an enterprise established in 2012 and wholly owned by the Ministry of Economy and Sustainable Development of Georgia and supervised by the Ministry of Regional Development and Infrastructure of Georgia. The landfill(s) will serve the municipalities of the three above-mentioned regions.

Assignment Description:

The Client now intends to retain a consulting company (the Consultant) to carry out a feasibility study of the Project (the Assignment).

The expected outcome of the Assignment is to verify whether a bankable project can be prepared, and prepare such a project to achieve the objectives defined by the Banks and the Client.

The selected Consultant is expected to carry out:

1: a baseline study.

2: project proposal.

3: financial analysis.

4: project implementation plan.

5: environmental and social assessment.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q4 2017 and has an estimated overall duration of 10 months.

Cost Estimate for the Assignment: EUR 1,000,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client the Assignment may be extended beyond the current scope.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by an international donor. Selection and contracting will be subject to the availability of funding.

Eligibility: No eligibility restrictions apply.

Consultant Profile: Corporate services are required.

The Consultant will be a firm or a group of firms with practical experience in the solid waste management sector, preferably in the Caucasus and/or the Eastern European region, with experience of developing feasibility studies in the SW management sector for IFIs, and have a good knowledge of the procedures and policies of International Financial Institutions (IFIs), inter alia the EBRD, KfW, EIB or World Bank.

It is expected that the Consultant’s team will include both international and local experts. The Consultant’s team must be able to efficiently operate in Georgian and English.

The Consultant’s expert team is expected to include key experts as follows:

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous 10 years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

The expression of interest shall not exceed 25 pages (excluding CVs, EBRD Consultant Declaration and Contact Sheet and KfW Declaration of Undertaking).

The complete expression of interest (including CVs, EBRD Consultant Declaration and Contact Sheet, and KfW Declaration of Undertaking) should be submitted, in English via email (pdf) only to the Client’s contact person, to reach the Client not later than the closing date. One additional copy shall reach the Bank’s contact person by the same due date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file. Only if any limitation on the permissible file size is exceeded, the Consultant may split the expression of interest into further files.

1. Following this invitation for expressions of interest, a shortlist of up to six qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.
