Project Description:
The European Bank for Reconstruction and Development (the "EBRD" or the "Bank") signed a sovereign loan of EUR 3 million in 2010 (the "Loan") with Georgia to be on-lent to the Autonomous Republic of Adjara ("Adjara"). The project is co-financed by the Swedish International Development Cooperation Agency ("Sida") who are providing a EUR 4 million grant for capital expenditure (the "Grant") to be managed by the EBRD .

The Loan and the Grant will be used to finance the construction of a new sanitary landfill at Tsetskhlauri (the "Project"), which will be owned and operated by Hygiena 2009 Limited (the "Company"), a company established by Adjara. The Company is also responsible for closing two existing dumpsites in Batumi and Kobuleti.

In order to monitor progress of the construction, the EBRD and Sida (together, the "Financiers") are seeking to engage an independent consultant (the "Consultant") to provide quarterly confirmation that the Project is being implemented on schedule and within budget and in accordance with the terms of both the Loan and the Grant (the "Assignment").

The contracting entity shall be the EBRD.

Assignment Description:
The Consultant"s overall responsibility will be to assist the Bank in monitoring implementation of the Loan and the associated Grant so as to ensure that the Project"s construction and operation are carried out according to the implementation, investment and financing plans as well as envisaged standards and applicable laws and regulations and in accordance with the Loan Agreement, the Grant Agreement and other related project documents.

This Assignment will include the following key objectives and tasks:

• monitor the performance of Adjara, the Company, the Project Implementation Unit within the Company, general contractors and local sub-contractors;
• identify factors affecting or likely to affect the performance of the works including inter alia cost overruns and/or delays in completion;
• identify factors affecting or likely to affect the implementation of the Environmental and Social Action Plan (ESAP), Resettlement Action Plan (RAP) and the Stakeholder Engagement Plan (SEP);
• advise the Bank on measures to avoid such events and/or to mitigate the impact of such events;
• advise the Bank on payments to Adjara, the Company and to contractors, where necessary;
• advise the Bank on change orders, claims and disputes which involve additional expenditure;
• advise the Bank on the validity of Adjara"s, the Company"s and/or general contractor"s expenditures within the itemised Project costs schedule;
• report on a regular basis on progress against provisions of the Loan Agreement and the Grant Agreement;
• monitor the Project during the pre-and post-construction phase and undertake quarterly site visits during the construction periods.

The Consultant shall acquire hands-on knowledge of the project implementation process through regular visits to Adjara and shall regularly report on the progress of the project implementation as required.

Status of Selection Process:
Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration:
The Assignment is expected to start in June 2017 and has an estimated overall duration of 3 years.

Cost Estimate for the Assignment:
EUR 285,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source:
The Assignment will be funded by the SIDA-EBRD Municipal Environment Investment Technical Cooperation Fund for the Early Transition Countries. Please note selection and contracting will be subject to the availability of funding.

Eligibility:
There are no eligibility restrictions.

Consultant Profile:
Corporate services are required. The consultant will be a firm or consortium of firms with preferably relevant and substantive project experience in the following areas:

(i) monitoring implementation of solid waste management projects;
(ii) construction project cost control and disbursements; and
(iii) working in the Caucasus or countries with comparable conditions.

The Consultant"s expert team is expected to include key experts as follows:

• Key Expert 1: Project Manager/FIDIC Specialist with preferably 10 years or more of previous professional experience in the municipal solid waste sector in the Caucasus, preferably in Georgia. The expert should have previous project management experience gained in regions with climatic conditions similar to Adjara. The expert should have knowledge and practical experience of FIDIC and/or EBRD contractual arrangements.

• Key Expert 2: Senior Solid Waste Management Expert with preferably eight years or more of previous professional experience in designing/implementing solid waste management projects in the Caucasus, preferably in Georgia.

• Key Expert 3: Senior Engineer with preferably eight years or more of previous professional experience in construction and supply in the context of solid waste projects gained in regions with climatic conditions similar to Adjara.

• Key Expert 4/5: Environmental and Social Expertise preferably with eight years or more of previous professional experience in working on environmental and social matters in the context of solid waste management (such as drafting Environmental and Social Impact Assessments or Action Plans and/or following up on their implementation). The expert should have a good knowledge and understanding of EBRD"s environmental and social requirements and past experience of assistance in their successful implementation.

• Key Expert 6: Local Engineer preferably with eight years or more of previous professional experience in construction and supply in the context of solid waste projects gained in Georgia. The expert should have a good knowledge of the requirements of Georgian legislation concerning construction, financial, accounting and disbursement issues.

Submission Requirements:
In order to determine the capability and experience of Consultants seeking to be selected for this Assignment, the information submitted should include the following:

1. Company/group of firms" profile, organisation and staffing (max. 4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives. (max. 6 pages)

3. Summary CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives. (max. 2 pages per CV)

4. Brief Technical Proposal (max. 10 pages) including i) Work Plan outlining the plan for implementation of the main Assignment tasks and delivery of milestones; ii) Team Input Table indicating the number of working days allocated to the Assignment for each Expert; and iii) Technical Approach and Methodology for implementing the Assignment tasks.
